Indigenous Services Canada's Regulatory Stock Review Plan, 2026 to 2031
The Regulatory Stock Review Plan is a public list describing planned reviews of regulations that Indigenous Services Canada (ISC) is proposing within the next 5 fiscal years. A stock review plan is intended to give people in Canada a greater opportunity to inform the reviews of regulations and to plan for the future.
In addition to the stock review plan, ISC has also published a Red Tape Review that outlines efforts the department is undertaking to help reduce burden.
ISC will report any new regulatory proposals as a result of these reviews in the Forward Regulatory Plan.
The stock review plan identifies a departmental contact point for the planned reviews. The stock review plan will be adjusted and updated over time to reflect ISC’s regulatory priorities and changes to the operating environment.

Narrative
A comprehensive review of this regulation is planned in the coming year to understand the implications of this regulation and what amending or repealing it could mean, especially for First Nations listed on the schedule of Indian Band Revenue Moneys Order. The intent will be to ensure that First Nations listed can continue to manage their own revenue moneys, irrespective of changes made to the Indian Bands Revenue Moneys Regulations.

Indian Estates Regulations

Rationale
A review will look at replacing outdated language and modernizing the regulatory framework to better ready it for potential service transfer.
Narrative
These regulations were amended in 2024 as part of the Miscellaneous Amendment Regulations (MARs) process to update terminology. They would be reviewed within the next 5 years to focus on outdated language and where possible, modernizing the regulatory framework under the Indian Act to better situate the Estates Program for potential service transfer.

Indian Oil and Gas Regulations

Rationale
To advance the remaining phases of the ongoing modernization, as decided with co-development partners.
Narrative
The ongoing modernization of the Regulations started in the 2000s. Indigenous Services Canada and First Nation co-development partners decided that this work would be split into Phases with the set of updates resulting from Phase 1 coming into force in 2019.
