Response to the Thirteenth Report of the Standing Committee on Indigenous and Northern Affairs, entitled Braiding Learning with Healing: A Pathway to Improving Graduation Rates and Successful Outcomes for Indigenous Students

The report provided twenty-five (25) recommendations for the Government of Canada to improve graduation rates and successful outcomes, as well as strategies on how to close the post-secondary education attainment gap, for Indigenous students. The Committee heard from forty-two (42) witnesses, including: The Minister of Indigenous Services and senior departmental officials from Indigenous Services Canada (ISC); senior officials from Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC); provincial education officials; representatives of secondary and post-secondary institutions; student groups; and leadership from National Indigenous Organizations.

The Government Response (PDF) was presented to the House on Monday, September 16, 2024.

Response to audits conducted by the Office of the Auditor General of Canada (including audits conducted by the Commissioner of the Environment and Sustainable Development)

Report 2 - Housing in First Nations Communities

The audit focused on the activities of Indigenous Services Canada and the Canada Mortgage and Housing Corporation regarding housing in First Nations communities. The Office of the Auditor General audited each organization's management of housing programs for First Nations on reserve communities by examining their programs. There were 7 recommendations addressed to Indigenous Services Canada. The departmental responses to address the recommendations can be found in the report, in the section titled "Recommendation and Responses" (tabled March 19, 2024)

Report 8 - Departmental Progress in Implementing Sustainable Development Strategies - Clean Energy (PDF)

This audit focused on whether the selected federal organizations contributed to meeting the target on clean power generation and the target on energy efficiency under the clean energy goal in the 2019-2022 Federal Sustainable Development Strategy and reported on their results towards the achievement of related targets 7.2 (to increase substantially the share of renewable energy in the global energy mix) and 7.3 (to double the global rate of improvement in energy efficiency) under the United Nations' Sustainable Development Goal 7 (affordable and clean energy), as applicable to each organization. There was one recommendation addressed to Indigenous Services Canada. The departmental response to address the recommendation can be found in the report (see page 30 of 33), in the section titled "Recommendation and Responses (PDF)" (tabled November 7, 2024)

Response to audits conducted by the Public Service Commission of Canada or the Office of the Commissioner of Official Languages

Public Service Commission of Canada's Audit on the Application of the Order of Preference for Veterans During the Data Transfer Outage Between the Department of National Defence and the Public Service Commission of Canada - Canada.ca

The audit focused on if the order of preference was applied for veterans who were eligible for preference at the time of appointment but whose names and service numbers were not included in the Public Service Resourcing System due to the data transfer outage. There were no recommendations for ISC.

Public Service Commission of Canada's Audit of Employment Equity Representation in Acting Appointments - Canada.ca

This audit focused on determining whether the 4 designated employment equity groups are proportionately represented in acting appointments; determining what systems and practices departments and agencies have in place to promote access to appointments for employment equity groups; and determining the extent to which hiring managers consider employment equity when making acting appointments.

Although there were no recommendations specifically for ISC, there were 2 recommendations addressed to Deputy Heads of all departments involved. ISC is taking corrective action to address the recommendations.
