Why
To provide an opportunity to have a voice in the vision of what the long-term reform of the First Nations Child and Family Services Program should encompass.
All information received will be shared anonymously with the Parties involved in the negotiations on the long-term reform of the First Nations Child and Family Services Program:
- the Assembly of First Nations
- the Chiefs of Ontario
- Nishnawbe-Aski Nation
- the First Nations Child and Family Caring Society
Who
Open to all First Nations, First Nations citizens, First Nations service providers and other partners directly implicated in the First Nations Child and Family Services Program.
What
Indigenous Services Canada wants to hear from you on a reformed funding approach for the program, that includes:
- prevention funding to support culturally relevant, community-based programs and services that leverage intergenerational cultural caring approaches and address the structural drivers that place children, youth and families at risk of child and family services involvement
- post-majority support services funding to support youth aging out of care and young adults formerly in care up an individual's 26th birthday or the eligibility age for post-majority services specified in the applicable provincial or Yukon legislation (whichever age is greater)
- First Nations Representative Services funding to support First Nations in having a voice and supporting children and families from their community when they are involved or at risk of involvement with child and family services
- capital assets funding for the purchase or construction of capital assets to support the delivery of the FNCFS Program on-reserve and in the Yukon
- First Nations-leading reform to the First Nations Child and Family Services Program based on evidence and solutions
- a long-term funding methodology that aims to improve outcomes for First Nations children, youth, young adults and families by providing for:
- 5 years of stable funding with annual increases to account for population growth and inflation
- funding top-ups to account for remoteness, poverty, IT infrastructure and reporting
- maximum flexibility to re-allocate funding across streams as required (operations/protection, prevention, First Nation Representative Services and post-majority support services)
- First Nations Secretariat to support training, programming best practices and reporting
