The New Fiscal Relationship – 10-Year Grant
The information below reflects the reporting requirements for First Nation recipients of the 10 Year Grant under the New Fiscal Relationship:
The four Data Collection Instruments (DCI) for reporting on outcomes of the 10-Year Grant:
- New Fiscal Relationship – Grant Results Report (DCI# 33315098)
- A dynamic, consolidated report that reflects regional variations and provides the required information (excluding education) to support the Department's annual reporting to Parliament on the outcomes of the 10 Year Grant in accordance with section 7 of the Comprehensive Funding Agreement. Recipients of the grant must complete this report 120 days following the end of the fiscal year. This report will be collected only once throughout the year.

- First Nations Elementary and Secondary Educational Advancement Report (DCI# 33322740) (In Progress)

- Annual Register of Post-Secondary Education Students (DCI# 4016769) (In Progress)

Please note the following important information:
- All other reporting requirements associated with other agreements outside of the New Fiscal Relationship 10-Year Grant remain in accordance with those respective agreements. This includes: all other activities funded through contribution agreements (e.g. proposal-based programs, targeted funding, major capital infrastructure projects, and third-party service delivery activities); reporting requirements used for investment and infrastructure planning (e.g. the First Nations Infrastructure Investment Plan); and other program-specific agreements to which First Nations have consented (e.g. regional Health agreements).
- The Asset Condition Reporting System (ACRS) Inspections, conducted by certified professionals, continue to be in effect for recipients of the 10-Year Grant, and must be submitted to the department.
- First Nations that have entered into both a Regional Education Agreement and a New Fiscal Relationship 10-Year Grant will only report on education programming in accordance with their Regional Education Agreement, as well as the Grant Results Report. For more information, please contact your Regional Office.
- Drinking Water results are to be reported to the respective regional office monthly or as determined by the region (up to once a week for the entire year). Sampling and testing should follow the detailed sampling procedures developed in collaboration with the Environmental Public Health Officer (EPHO) and should met the requirements of the Guidelines for Canadian Drinking Water Quality (GCDWQ). Test results should immediately be provided to the Environmental Public Health Officer under the following circumstances: if microbiological water test results, such as E. coli or total coliforms, exceed their MACs; or if chlorine residuals are inadequate to maintain disinfection in the distribution system, as outlined in the Guidelines for Canadian Drinking Water Quality (GCDWQ).

The following list of documents are not Data Collection Instruments, but are required to maintain grant eligibility and reflect adherence with the accountability measures set out in your Financial Administration Law or By-Law. The Strategic Plan and the Multi-Year Financial Plan may be prepared separately or contained in a single document.
